Move TTY_NAME_MAX and LOGIN_NAME_MAX to sys/syslimits.h

Use correct values for _POSIX_TTY_NAME_MAX and _POSIX_LOGIN_NAME_MAX
Define MAXLOGNAME in terms of LOGIN_NAME_MAX
