Not sure what's more surprising: how long it took for NetBSD to
catch up to the rest of the BSDs (including UCB), or the amount of
code that NetBSD has claimed for itself without attributing to the
actual authors.

getopt_long_only().  At some point this should replace the BSD
getopt(3) but we are not there yet.
While I am here add protection from the multiple getopt() definitions
due to conflicting standards.

Add cpio.h, tar.h, and re_comp.h headers for POSIX & XPG4 conformance
